Observe — verified news pin, citizen report, or open hazard feed (not RF as routing authority).
Draft — create CAP-shaped coordination note here (facts only; no public channel).
Review — second human marks reviewed (still internal).
Approve — duty lead marks approved for handoff (still not issued).
Agency issues — BMA / DDPM / NDWC only. SinkAlert has no issuance authority; cap_auto_issue=false.
